Illegal Mechanics Lien

What is the name of your state (only U.S. law)? I am in South Carolina. Can the court put a mechanics lien on my property when the repair work that the contractor did was UNAPPROVED by the County Building Inspector and not done properly. The contractor made the original repairs without a building permit. My x-wife signed the contract for $19000 worth of repairs. After I got my house after my divorce was final and saw that the repairs were very deficient, the contractor came back in over 2 years later(without getting me to sign a contract) to redo the repairs without completing all the repairs and still did NOT get an approved Final Building Inspection. I refused to pay and the courts has charged me with $19,000 for repairs, $10,000 interest and $15,000 lawyers fees. Is this South Carolina Mophia rule. I can not believe this is real.
