What is the name of your state (only U.S. law)? Builder refuses to provide lein waiver form his sub contractor because it's not in the contract to construct my residential house.

This builder if Insp. General or Attorney General if prosecuted before our settlement can be convicted for about 10 counts of Fraud before our settlement in court. had no other option to settle because the rumor during settlement was he will go back to his counrty and file for bankruptcy and he has also frauded 10 home owners. he knows how to rob home owners and get away with it.
