What is the name of your state? Colorado

Long story short... We had a contractor building an addition on our home that quit the job before finishing. We now have numerous mechanics' liens approaching $20,000. Well, now we get a notice of intent to file a lien from this contractor for $26,000. Can a principal contractor file a lien if they walked off the job? Do they have lien rights if they are not a licensed contractor in the county the addition was built in, but they are licensed in the state? Any help would be appreciated.
