I rent in a 25 floor high rise in NJ

When I first came to look at the place my LL said if the painters were to get to this unit before Memorial Day "they would only be a day or 2 to spackle & paint."

They've been weeks on each hanging scaffold move where they have had to jackhammer, drill new weep holes, "spackle" (concrete patch), grind & paint.

There's nothing written on my lease that would back up what LL said.

What could I do if they take away use of my balcony?

It's on the beach & the reason I rented here (the balcony is the best feature). The only thing the mismanagement says is to "stay tuned".
