modular home builder past contract date

What is the name of your state? Wisconsin
We have contracted to build a modular home with a modular home's dealer/contractor. We have had numerous problems with our builder. In our contract it states that the builder must have the home ready for occupancy in 90 days from the time of setting. It is a few days past that date and looks like it will be some time until we will have occupancy, he has yet to even build the basement stairs! Meanwhile, we are homeless because we sold our home and had to be out. My question is, what are our options at this point. Should we pursue filing a complaint, our builder has already threatened to stop construction because of a verbal argument we have gotten in. WE are afraid at this point to make him mad and him stop. He has one draw left to make. So he has not been paid in full yet. Our ultimate goal is just to be able to move in as soon as possible. Secondly, we would like to be reimbursed for the extra money we had to pay for storage, rent, truck rental, and a loan extension on our contruction loan. What would you suggest we do at this point? Any help would be greatly appreciated.

Now our builder called us and told us that we are going to have to pay an extra 600-700 dollars because our electrical box in the house is in the front of the house and outside it is way in the back of the yard. He offered to go half with us, we are also required to move a few things that we had in the garage because the inspector will not allow us to store things in the garage. We had no choice because we already rented a 10 X 30 storage garage for our things and nothing else would fit. We now have until Sunday to move our things which will require renting another truck and renting another storage. Meanwhile we were suppose to be in by contract at the beginning of this week. Are we liable for the money for electricity hook-up? In our contract it states that we are responsible for paying anything extra on the allowances section of the contract. Is electrical hook-up considered a lateral connection? Lateral connection is one the the allowance amounts in our contract.
