What is the name of your state? Mass

I just found out something interest on how the town/city to get the measurements on the house. They do not count the overhang part of the building, just measure the foundation. So, people may not need to get a variance if he/she makes the foundation just meet the zoning requirement, then 6 inches above the foundation, could make 3 feet wider (which would require a variance if has foundation). A small foundation with a big garage or a big house.

I am not sure if that is a gray area or I am crazy. Hope I am not.

Anyone has any thought on this?
