What is the name of your state? arizona
my neighbor has a drainage prob. the county is telling me i need to fix all her prob. and establish a deed restriction stating that i will maintain a 12inch cmp which needs to be placed in a bearm on her prop. before i can build. they have taken a step back and left all negotiations up to my neighbor and i. this has given her the power to dictate wether or not i build. Is there any leagal action i can take ?

Unfortunately, the question, "What can I do", does not qualify as a legal question.

However, if you'd like a personal, non-legal answer, I'm sure there's more than a few of us who can tell you what you can do with your neighbor . . .
