A commercial job was done by a general contractor but the GC did not have a permit, but the owner has a C.O.

If the city found out that there was no permit for the job will he lose the C.O.?
Or
Because the owner has a C.O. everything should be fine even if the city finds out there was no permit.

**A: how can the CO be issued with out a building permit? Please explain.
