Plumber did $$$$ work without estimate

What is the name of your state (only U.S. law)? DE

Had a frozen pipe. Plumber did work, without quote. Assumed based on past frozen pipes it would be about $200. Bill was $1550. Never gave amount or estimate prior.

I remember reading a law where any job over $500 must have estimate. Can anyone confirm as I believe I'm getting ripped off

Was he the same plumber that worked "....on past frozen pipes". Indoor or out door job? You should contact your DE contractor's licensing board for info on estimate. Was this plumber licensed?
