Unethical Builder Real Estate Agent?

This is an interesting situtaion...

I'm looking at building a new house in a new development.

The RE agent representing the builder presented me with a
Contract For Sale And Purchase.

Reading the terms they state that:

1) I have to be pre-approved for financing...NO PROBLEM

2) It states that I MAY NOT CHANGE Lenders from the Lender
providing the pre-approval submitted with the Contract.

HUH?!?!?!

Oh and BTW, their "Approved" Lender accepts a $2,000 Seller
concession.

Is it LEGAL in the State Of Florida for a RE agent representing
a Builder to prohibit a Buyer from using the Lender of their
choice which may be different than the Lender used for the
Pre-Approval?
