What are the contruction Boundaries/Laws in L.A.?

What is the name of your state? California, Los Angeles.

I have a hillside lot. There is a vacant lot directly above me which is going on the market. The slope is fairly steep, about 40 deg. I am curious as to what laws govern construction on Hillside lots in L.A. I know that there has to be onsite parking, and I think there is a size limitation (the lot is 4,129 sq.Ft). Most important to me is how close can the new contruction be to my current home, which is only about 20Ft. from the Property line?
