Who do you report illegal bathroom additions to?

I live in San Jose, CA and my sister is living in a home that currently has 2 bathrooms and the owner is planning on adding an additional 2 bathrooms without a permit. The house had 5 rooms (2 more added a couple weeks ago by placing walls inside)

In addition to what Home Guru stated, you can report those violations against the contractor at [url=http://www.cslb.ca.gov]Contractors State License Board[/url] because he (contractor) should know that he needs a permit.
