Zoning prohibits septic system.Can we use grandfather clause?

We are building a house on property which has a septic tank on it, but it hasn't been used in several years (house burned down). The zoning now does not allow use of septic systems, but the sewer connection is not close and it would cost us about $150,000. to bring it to our property. There are other properties in the vicinity that are on septic systems because they are grandfathered in. We have been told that does not apply to us because the system has not been used for more than 6 months. Isn't there some way to use the grandfather clause to reactivate a system that is already on the property?

**A: this is a very complicated matter which an attorney that specializes in building and zoning codes/variances should be consulted.
