i took out a student loan for $5000 in 1988 and it is in default it is now over $17000 and i need to know can you bankrupt on a federal student loan?

No.

With very few exceptions, Federal student loans are not dischargeable in a bankruptcy court.

I suggest you contact the lender and begin to make payments.
