Adding a Debt after Discharge

What is the name of your state (only U.S. law)? California
I filed for bankruptcy March 2008 I was discharged 10/2008. In December 2008 i received a letter from unemployment stating I was overpaid $7900 in benefits for 10/2007-1/2008. Can I reopen the bankruptcy to add this debt? if yes where can I go to lookup the process for doing so. I do not have enough money to pay a lawyer to file a motion, plus pay court fees I paid the lawyer i had $2600 and he wants $800 to file a motion.
