Already filed Chapter 13 3 years ago and now want to file chapter 7

What is the name of your state? Oregon!

I filed a Chapter 13 in 1999 and it was discharged in 2000. I paid it in full. I now want to file a Chapter 7 due to medical and other bills. Can this be done or is there a grace period that I have to wait?

Thanks, I was told by my attorney that we could not file a 7 now because the unsecured debts in the previous Chapter 13 did not receive at least 75% payoff? Is this true?
