bankrupcy / fed/state taxes

A friend owes federal taxes for 1990 and 92. He owes state taxes for 90 and 1999. The federal taxes were filed in 1997. The state taxes were not filed. The state has sent a letter demanding payment of $6000 for 90. Can all of the taxes be discharged in a chapter 7. The state is CA. Thank you.
