Can I discharge this debt?

What is the name of your state? CA

Last week I finished all my Chapter 7 paperwork and now I have a paralegal service typing it all for me.
Today I got a Writ of Execution from the Employment Development Department saying that they overpaid me when I was unemployed in 2002 and now they want to garnish my wages.
I never heard anything from them in this matter before and now this mess.
Can I discharge this debt in Chapter 7?
Should I try to arrange payments? The total is about $600.00.
I have no idea what to do now...
