Can I refile????????

I live in Ohio. Because of a divorce I went thru I filed Chapter 13 in 1997 it was discharged in Sept of 2000.
Because of the same divorce,,,I find that now on my home there are signaficant liens in my ex husband's name on property. His name is still on mortgage,,,but he never quit claimed house til after liens were placed on it.(working on this at moment) My question is this--- one of the creditors is stating will foreclose on my property if lein is not paid---almost $20,000. which I have no way of paying
refinancing is not an option either due to the other 2 liens on home which total an additional $20,000...total amount of all 3 liens $40,000. if I cant stop this and they foreclose on my property,,,,and the mortgage is not paid,,,,am I able to file chapter 7 on the balance of that....I am totally broke and would not be able to pay on my house if I have to pay for another place to stay at same time.
Thank you
