when you file for chapter 13 bankrupcy, do to payments change over the 3 or 5 year agreement?

if you can afford to can you buy a house before the 3 or 5 years run out due to increase in salary?

I'm noooooo expert, but wouldn't you want to get rid of the old debt rather than incurring new debt??

Payments are set in the beginning when the Plan is confirmed. Modifications of the Plan can happen but you have to go thru the court/Trustee and get it approved.

You cannot incur any new debt or sell property of the BK estate w/o the Trustee's permission.
