Chapter 7 discharge but no paperwork

What is the name of your state?What is the name of your state? Oregon
I received notice from my 2nd mtge. holder that my bk had been discharged in July, but I have never received any paperwork from the lawyer or trustee's office. The lawyer has since sent a bill for 250.00 more for misc. stuff and paperwork.His ass. now says they will send paper, but will not answer my questions on what my obligations are/ will be.
I need to refi, but I don't know if I am "allowed" to.
Any comments or suggestions? thanks
