Court costs & student loans

What is the name of your state? New York
I had a former foster daughter who is now 27 years old. She is currently incarcerated in another state and will be coming "home" in January. Her court costs for that crime were $2,300. She also has outstanding student loans of around $7,000 plus numerous magazine subscriptions, a phone bill, electric bill. This gal is a single parent, has GED with 1 year college and now a convicted felon. Seems like she's on the bottom of the pile financially with little promise of making much $$ in the near future. Would it make sense for her to file chapter 7 or even 13? Can she "write off" those court costs? I understand through this site she can't write off student loans - am I correct?
Thanks in advance,

I'm pretty sure court cost and fines can't be discharged.
Even if they were. filing bk for $2300 makes no sense. She needs to get a job and pay those and the student loans and go on with life.
Is she getting child support?
