a few questions re bankruptcy

As for disposable income, would my SSI disability count? Also being housebound due to a disability, would my giving my husband power of attorney allow him to represent me in court and the creditor's meeting? We also had a bankruptcy ten years ago and it is supposed to come off of our credit report in October. So when it comes off and the second one goes on, will it only show us as having one on record. Thanks! Btw, I am in Ohio
