looking for advice in a hardship discharge in a chapter 13 bankruptcy under georgia law.
can a death when in existing bankruptcy be considered a hardship discharge?

Have to have a few more details for an adequate answer. If, by chance, you were in a Ch 13 with your spouse and he/she passed away, thereby cutting your income significantly, then yes, that most certainly could be a hardship. Your other option would be to convert to a Ch 7 and just get it over with.

My grandmother passed and was in a Chapter 13. Could this be considered a Hardship dismissal? And what would the alternatives be if not??

A hardship discharge would work if your grandfather now cannot possibly make the payments on his single income. The alternatives; 1) if he has an income, modify the plan to reflect the loss of your grandmother's income; 2) Convert to a Chapter 7 and get it all discharged (if no loss of assets would be involved).
