bankruptcy and car loans

If you file for bankruptcy can you still get a loan for a car? i guess I should elaborate more. I live in Illinios and am asking this question for my mother. My step father had a stroke last spring and was off of work for 9 months and my mother is self employed and had to have surgery. They are extremely behind on their bills and the creditors are not willing to work with them. She has two vehicle loans that they are paying on. They owe more on the cars than they are worth. So she was wondering if she files bankruptcy if she would be able to get a loan for a car. I appreciate any help anyone can give. thank you
