Let them foreclose, or file bankruptcy?

My sister lives in GA, and is moving to CT, where her husband has found work.

They are seriously behind in their mortgage payments, due primarily to unemployment/ insufficient employment.

My question is; what would have less negative reprucussions: foreclosure, or bankruptcy? (they already filed chapter 13 in 1998)
