Ohio Bankruptcy & Moving

I recently moved from Cincinnati Ohio to Dayton Ohio. Both of these cities are in the Southern District of Ohio Western Division. Does it matter which city I file in since both are in this district and I have lived in the district for more than 180 days or do I need to wait until I have lived in Dayton 180 days to file in Dayton court?

Also, can a car that has been repossessed and auctioned be discharged?
