Refinancing a chapter 13 HELP !!

What is the name of your state? New Jersey

I am trying to refinance a chapter 13 I have been paying for two years. I have secured a mortgage through a broker, but now here's the problem. The lawyer who handled the case originally has to present some letter to the court which allows the payoff of the bankruptcy. He has stated to me that he wants to use his tiltl company and himself at closing( we are also recieving cash for home improvements ) This is causing a problem with the mortgage company, whose title company has already completed everything. All I need from my lawyer is him to present this letter to the court, but he is stonewalling me and slowing the whole process down. Can he do this? What can I do?
