reopening chapter 13 bankruptcy and reporting to credit bureaus?

What is the name of your state? WV
Here is the information that I have and hope someone has an answer to it.
A chapter 13 bankruptcy was filed in 1995 and the plan was completed in 1999, and was closed. In 2002 the court granted permission to reopen and exlpore the options of what avenue to take if deemed necessary, this was over a school loan. Well the matter was settled through a lawyer and the case was reclosed, and there was no need to go back to court. A statement was received from the trustee to show the case had been reopened and then closed again, and said went to all creditors. Can this be re reported to credit bureaus? My understanding was that it could be reported from the first filing for 7 or 10 years depending on the reporting credit bureau. Is this going to give this a new life for another 7 to 10, the trustee's office said it should not. I really would like some information on this if anyone has any. It would be appreciated.
