Rights Of Consumer

i currently live in new jersey, and has laws change that allows a creditor to call and leave a message on your answering maching that they have contacted your neighbors, as well as the person im renting from that they need to reach me? what rights do i have to stop this, and how can i stop the massive amount of phone calls from this one creditor? please help. i dont belive that they can do this, and i told them that, and they informed me that they were doing nothing wrong!!
