Section 8 debt?

What is the name of your state? Virginia

I use to live in Section 8 housing a few years back. I was not completely honest when I did my annual recertification. I failed to report that I was working a full time job (for three years). So now I owe them (HUD) $18,000. I am currently in a chapter 13, and all this happened after I filed for chapter 13. My questions is: Can I to convert the Chapter 13 to a 7 and wipe out that debt?

**A: if you convert, the debt would most likely not be discharged since it was due to fraud and the Federal government is the creditor.
