Unhappy

I have a small problem concerning a creditor (specifically, a utility) that I was hoping I could get some help with.

Hubby and I seperated in April of this year. He stayed in our apartment (KY), and I moved out of state (AZ). All utilities for our apartment were in my name, and upon leaving I...
1) called the utility companies and requested that he be permitted to have the name on the account changed into his name, to which I was told yes, all he would have to do would be call and pay a small service fee. In fact, all 3 companies (electricity, phone and cell phone) Left messages on his voicemail indicating that such a request had been made

2) requested of him to change all utilities into his name, which I was assured would be done promptly.

So, in good faith, I figured he would do that.....one month passed, then two. I requested of him several more times, and he told me he would. Finally, in the middle of June, I called and arranged to have the utilities shut off..and found out the cell phone had been repossed due to non-payment (it was one of those 3 year - you keep the phone when done kind of contracts). Electricity and Phone were shut off June 30th.

Ending statements were sent to me at my new address - where I discovered both bills were severely in arrears. The electricity was covered due to the deposit for service, however, the phone was 2 months past due...in addition, there were charges for "900" calls that he had made at $25 a minute. Copies of these bills were sent to him along with a request for payment, but he never paid them, and now the phone company is after me (as my name was on the bill!) Unfortunatly, I am on public assistance and do not have the resources to pay the bill. I have tried working it out with the phone company, but to no avail. Is there anything I can do to attempt to rememdy this problem?

(sorry so garbled!)
