statement of financial affairs

What is the name of your state? NEw York

I have 2 questions as I am filinf bk on my own without an attorney.

First, what does *setoffs* refer to in number 13 of the *statement of Financial affiars* form?

Second, it states that debts due to fraud cannot be discharged. My situation is that I was scammed on the internet by a person in the UK, and he gave me fake money orders. Now my bank is accusing me of fraud and the account was sent to a collection agency. Is this *my fraud*????
