When is a bankruptcy considered "closed?"

Washington State - We need to collect past due rent from a tenant that incurred debt after filing for bankrupcty January 2004. "collection may be difficult until the Chapter 13 plan is closed, dismissed or converted" - When is the Chapter 13 plan considered closed? When she has paid her plan in 3-5 years or when case has been heard and the plan goes into effect?
