What is the name of your state? CALIFORNIA

Does an assignment of rights mean that the person doing the assignment no longer has those rights? Or does the original party always retain his rights but just grants permission to someone else to exercise those rights as well?

Any advice appreciated!

Depends on the exact wording of the contract, but generally an assignment means that the assignor no longer retains any of the assinged rights while the assignment is in effect.
