Auto dealership cancelled extended warranty!

The dealership (where I've bought my last 3 cars in 12 years) made an error 4 years ago when I bought my current car. They were to cancel my service contract on my trade-in but instead cancelled the new one. I found out last week when the sunroof motor broke while open; I took the car in for repair, some other issues I wanted looked at and some maintenance work. Diagnostics found other repairs the car needed (so they say) that my service contract should cover, less my $50 deductible. After a few calls the service associate and I discovered the policy had been cancelled and my auto loan credited over 4 years ago--all without my knowledge. The vague in-house paperwork showed the dealership's office made the error. The manager reluctantly admitted the dealership's error (stating that the people responsible were no longer working there) and offered to 'cover' repairs in the amount of the policy. He thought that was fair! I was in shock at the news and the way in which I was treated by the sales and service managers.
I let them fix the sunroof and paid for the maintenance I'd OK'd but I didn't sign any agreements accepting their 'deal'. I contacted the auto manufacturer and worked with a service specialist who relayed info to the dealership since I'd had it with their treatment. I offered to pay the policy amount (AGAIN) and my deductible and let them 'eat' the additional $4000 of repairs that they found. The dealership refused and the corporate rep said he couldn't force them to do anything else. (He did offer me a nice maintenance package which I declined for now and he had responded to my email the very next day! I was amazed!)
Any ideas on grounds, precedent or the next course of action? I have copies of the paperwork in question. I'd rather not waste more time in small claims court, etc. if instead letters to the State Attorney General or Dept. of Insurance would help. I'm also curious if this type of bungle has been done before or maybe on purpose? Did the dealership keep their cut from the service contract after it was cancelled? Any help will be greatly appreciated...Thanks!
