What is the name of your state? NJ

My bank used to return my cancelled checks with my monthly statement. Now they are only returning a photocopy of the front side of the check, not even the cancelled/back side. They said if I fill out a form, they MAY be able to send both sides, but not guaranteed.

Is this legal? Aren't checks legal documents?

p.s. another bank I have an account with, was sending me photocopies of both sides, but gave me the option of receiving the actual cancelled check, which I requested and now receive them at no charge.
