What is the name of your state? California

Recently I was at a casino near my home and tried to use my Visa check card at an ATM. My request for funds was denied. I didn't think much of it because I wasn't sure whether or not I had exceeded my daily limit for cash. However later that day friends and I went to dinner at the casino steakhouse and I offered to pay the tab which came to $305. I knew that even if I had exceeded the cash limit of $400 I would still be able to make visa charges until I reached our limit of $2,500. The transaction was again denied. Feeling very angry, embarrassed, humiliated and frustrated. (My husband works for this casino). I called the number on the back of the card to see what the problem was. They stated that they forbid any and all transactions at gaming institutions.
My reply was: you are holding my money and refusing to release it because of where I am? She said yep!

I said: I'm not even in the casino, I am at the steakhouse with four friends, no cash, and we have already eaten.

She said: sorry but as long as you are on the casino property the transaction will be denied.

My visa checkcard policy and advertisement states that this check card is good at any place where you see a visa logo.

She said that the director of the credit union was tired customers denying charges made at gaming institutions so he enabled this policy. However they do not have anything in writing to back up the policy.

What rights do I have against this credit union?

You have the right to take your business elsewhere. You will also read in your agreement and policy that the credit union can change those policies at their discretion.

Actually The agreement that I received with my new Visa checkcard (old one expired) on or about May 1st 2003. says is that the if the Credit Union changes any of the rules and regs stated in the brochure they will notify each consumer in writing 21 days prior to the change.

The person I spoke to over the phone stated that the did not have anything in writing to give me about this new change of policy.

In addition, the Credit Union is advertising false information on their website.
It' states:
"Use your Visa checkCard to pay for goods and services wherever the Visa symbol is displayed. At over 18 million locations worldwide!"
