After having a contractor review a plumbing problem at my home for an estimate, I declined to have the company perform the work, nor did they perform any work. Four months later I received an invoice for the visit to my home along with a truck charge. The plumber did not mention any charges or obligation at the time. This was not an emergency situation.
Am I obligated to pay this?

Unless there was a prior clear understanding to the contrary, yes.
