What is the name of your state (only U.S. law)? PA

Need your help with an billing dispute with my utility company, they were only billing me the minimum for the past year and I called them 3 months ago and they said there could be a problem with my meter. They replaced the meter couple weeks ago and sent me a bill for $1800, not sure if I can fight this or if I no choice but to pay it, please advise,

I'd set up a payment arrangement....They're not going to let you get away with free usage for a whole year.
