My sister purchased a BMW for cash from a small car dealer in AZ. They stalled and delayed in providing her title and tags. Eventually they went out of business, never providing title or tags or any form of contact. Further research revealed that the car was being sold under consignment for a leasee, who had leased the car from the manufacturer / leasor. The dealer who sold her the car under consignment never paid the leasee, and the leasor still maintains title and will not relinquish title to my sister. Please advise. My response:

Next time, your sister will only exchange money for a simultaneous exchange for the title.

As it stands now, the car is not hers. She must return the car to it's rightful owner or suffer a stolen car report with attendant arrest. Her recourse is only against the seller.
