Boat Lien

What is the name of your state (only U.S. law)? Florida;

Is it possible for a boat yard to sell off a boat for disputed charges on a boat that has a lien with a bank and have it lien free, and re-registered by a new owner but we still have full obligation to the bank for the loan?
