I need to breach my membership contract. The service provider didnt deliver what they have promised. I have expressed my complaint to the manager who advised to mail them a cancelation letter. I did but they are still billing me. I refuse to pay. Now I am receiving calls from a collection agency to pay $4000. please advise.

You have probably let the problem go too far. Your dispute is with your service provider, not the collection agency. And the contract does not mean squat to the collection agency. But now that is has been turned over to a collection agency, the fact the the provider did not meet the contract obligations is irrelevent. You now have two options. The first is to contact the original service provider to work out a deal and have them stop the collection process. If that does not work, your only other option will be to pay the collection agency or let them sue you then they can garnish your pay and attach bank accounts.
