I live in Illinois.

My question is this:
If you are in good standing on the loan, is it legal to make modifications on a vehicle under contract?

It isn't covered in the contract.
I'm sure it is - but it's not going to specifically say "modifications" - it will likely speak of damage, spoilage, waste...something like that. Also, you need to avoid anything that might give someone cause to place a lien on your vehicle (like not paying them).
