Is Priority/Express mail with signiture confirmation legally equal to Certified mail ? In both cases the recipient must sign for the letter and the sender gets proof of signiture. So are they the same thing? Thanks.

Certified mail and signature confirmation (return receipt) can be ADDED to Priority Mail. So, if you send something priority, you have to pay for the additional Certified Mail and also the additional return receipt service.

With Express mail, you would STILL need to add the signature confirmation (return receipt). Since you would have proof that it was delivered by the USPS and signed for by the recipient, this would meet the requirements.
