Some people at my university are holding a bussiness plan contest with a 10K prize. They posted offical rules on a web page. Well past the entry date, the contest's organizers are changing the contest structure in such as way as it will likely affect the winner.

Are the "offical rules" to a contest legal binding? Or can the organizers simply make up more "offical rules" as they go along?
