City gave advice & resulted in damage to home, what can I do?

we received our water bill about a week ago that was outrageous, $548. This is our first home and living here just about one year. We called our township water dept to find out what was going on. After discussing the situation, they told us that it was our sump pump that had been continuously running and we need to turn it off. She proceeded to tell us to turn off the back up on the pump that we don't need it. She said that we would only need it if we were gone an extended period of time and mostly cottages have back up pumps. Another gentlement got on the phone and proceeded to tell us how to turn it off and again, we didn't need it on or it would continue to run up our water bill. Well, a few days later our basement completely flooded! We have extensive damage and because we had to have a company come out to clean it up and still have blowers 3 days later, most of our $5000 coverage will have to pay that bill leaving us not enough to cover our losses. How liable are they for telling us that? Is this something we can pursue? We have the lady's name and talked to her again today to "verify" what she told us last week without telling her what happened and she said the same thing again today! I am hoping they are somehow partly liable! Thanks for any advice you can offer at this point!
