I signed a new contract with Iowa Wireless.
I noticed that on my next bills they had not started the new contract. I called and told them that I would not pay it until they start the new contract. They said that they didn't have one.
After 4 months I finally found my copy but in the mean time they
told me that I had to pay an enormous amount ot cancel my service. I just cancelled it. Now they're saying that they have my new contract and they agree that it didn't start on time but now I am in breach for non-payment. Now they turned me over to collections and are trying to charge me a termination fee.
Isn't this breach? I even have emails of there admitting to the neglegence.

You still owe money for the usage time and other fines per the contract even if you dispute the termination fee.
