Contractor didn't finish project

What is the name of your state? MA

I hired someone to replace aluminum gutters on my house. They were hired in December 2004 and they have not completed the entire job yet. I have contacted them many times and they claim they will return. (I have paid them in full).

Is my best bet to sue them or to go through the Better Business Bureau? I am very unhappy with what they have completed so far, but I atleast want the whole job done. I have no legal knowledge and any help would be great.
