Contractor threat to put a lien on my house

We had a contractor come to our house and talked to us about installing solar panels. He told us about the hero program and said it will be added to our morgage payment and gave a sweet talk about getting a break on our taxes. He asked for our info to see if we could get approved and gave it to him. Hero did approve for up to $72,000.00 for contruction. He talked to us into signing his contractor contract. The next process was to talk to hero and verify information. Since the original conversation happened on sunday 4/10 we were not able to talk to hero until the next day. On monday the contractor called and got us on a 3 way call with hero. Since we were on a 3 way with the contractor the hero person asked to finish the call and the proceeded to calls us privately. We talked to hero and my wife was given a pin number and told that it was a personal pin and to mot share with anybody. Once the conversation was done the contractor called and ask if we had finished the conversation and then asked for the pin number. We did not give the pin. I started to do a little research on hero program and notice that they put the loans as a tax lien and also learned about the maintenance and saw that we were going to be spending more than what we are currently paying so we decided to stop. Hero had sent the contract to sign but we informed them that we decided not to do anything. On tuesday 4/12 a person from contractor company came to look at the roof. We did not hear from contractor for a week and then he called saying they were ready to start and once again tried to get the hero pin number. We told him that about not wanting to have the loan on a tax lien and them he offered to send another company proposal. He sent it but we still told him that we did not want to move foward. Yesterday sunday 4/24 we saw a missed call from contractor at 6:40am and the showed up at the house at 10:00am. He tried to explain the new proposal but we still did not want to move foward. He then said to do it to avoid any fees. He mentioned permits and blueprints. Today 4/25 we called the contractors office and told them that we were not doing anything. He asked why and also offered other leases for the solar panels. Answer was still no then they said that they had spend money and that if we did not agree to any lease or loan that we had to pay for permits and blueprints done and that they could put a lien on the house and take us to court. Until today i reviewed the contract given to us and saw that we initial the 3 day cancel, It also said that we should have received a copy of a 3 day cancel but it was never given or mentioned to us. The arbitration was has our initials as well. The contract also states that we were entitled to a copy of the agreement signed by both us and the contractor but the copy that we have is only signed by us and not the contractor. Can they put a lien on our house?
